My name is Sergei Melnikov, a citizen of the Russian Federation. My wife, Ms. Volha Hanina, is a citizen of the Republic of Belarus. We have been residing in Vietnam for more than three years. During this period, we have continuously extended our Vietnamese e‑visas every three months and currently hold valid Vietnamese temporary residence status.
I understand that Russian citizens do not require a visa to enter the Philippines. However, my wife, as a citizen of Belarus, needs to obtain a visa.
We plan to travel to the Philippines together. I would like to kindly ask for your guidance regarding the following:
Can Ms. Volha Hanina apply for a Philippine visa while being legally present in Vietnam (with a valid Vietnamese e‑visa)?
If yes, what documents are required from her, considering that we are long‑term residents of Vietnam (not tourists on a short‑term stay)?
Are there any additional requirements or forms for applicants who are not nationals of the country where the consulate is located?
We plan to be in the Philippines from June 13, 2026 to June 21, 2026
